中国情境下的PPP项目治理机制——正式契约与关系契约整合视角被引量：6

摘要当前PPP模式已经成为公共项目运行的一个重要形式,有效发挥公共部门和私营部门的优势互补,实现帕累托最优,需要建立适合中国情境的PPP项目治理机制。PPP项目不仅需要通过正式契约的设计考虑项目的控制权配置、融资结构设计和风险收益分配机制等核心要素,还需要关注在中国情境下"信任"和"承诺"等关系契约的建立对项目治理的作用,以减少合作过程的机会主义行为,降低合作风险。
