中部地区政策性农业保险财政补贴绩效评价——基于DEA模型

Study on the Performance Evaluation of Financial Subsidies for Agricultural Insurance in the Central Region of China——Based on DEA Model

在构建农业保险财政补贴效率评价体系的基础上,本文选取中部地区湖北、湖南、江西、安徽、四川五省以及全国近年来农业政策保险相关数据并赋值,运用DEA模型对赋值数据进行分析,对我国中部地区在农业保险财政补贴政策方面的绩效评价进行客观研究。研究发现中部省份在农业保险财政补贴绩效成果方面落后于全国水平,并根据实证结果,结合我国中部地区的实际情况,提出具有可行性的优化措施及建议。

Based on the establishment of agricultural insurance subsidy efficiency evaluation system, we select related data from Hubei, Hunan, Jiangxi, Anhui, Sichuan and the whole country and assign the data, then use DEA model to analyze the assigned data to study the performance results of agricultural insurance subsidy policy in central China. The study shows that agricultural insurance subsidies level of central provinces lags behind the whole country. According to the empirical results, this paper puts forward feasible measures and suggestions for optimization combined with the actual situation of the central region in China.
