我国各省份卫生部门的产出效率评测

Productivity Efficiency Estimation of Hygiene Sector in Different Provinces of China

目的:评价我国各省份卫生部门产出效率,为资源优化和进一步医疗改革提供政策依据。方法:将居民健康福利和医疗负担同时纳入分析框架,利用数据包络分析方法对我国省际卫生部门的产出效率进行考察。结果:综合测度结果表明我国省际卫生部门的效率缺失主要体现在纯技术效率;地区层次来看,无论综合导向,还是单独健康福利或医疗负担导向下东中西部的产出效率均依次递减;结论:一方面,当下卫生部门发展的重点应放在管理效率的提升和医疗系统的深化改革,而非单纯规模的扩大上;另一方面,积极健全区域间的医保基金合作机制对提高医保资金的配置效率,提升整体卫生部门产出效能有重要意义。

Objective：To evaluate productivity efficiency of hygiene sectors in different provinces of China and provide evidencefor resource optimizing and further health care reform.Methods：Both health-welfare and medical-burden of residents were introduced into data envelopment analysis（DEA） framework to analyze the productivity efficiency of hygiene sectors in China＇s differentprovinces.Results：The measurement results under comprehensive orientation showed that the efficiency loss of medical departmentsmainly layed in pure technical efficiency;from the aspect of regional level,under the lead of single health-welfare,medical-burdenorientation or comprehensive orientation,the efficiency of hygiene sector all decreased from eastern region to western region.Conclusion：On one side,the current health dapartments needed to put more emphasis on improving management efficiency and making reform on medical system,instead of just expanding the scale. One the other side,improving cooperation mechanism of medical security funds among regions would make important sense on improving the allocation efficiency of medical insurance fund and improvingthe productive efficiency of whole hygiene sectors.
