韩国中等强国外交战略及其对中国的影响

South Korea's Diplomatic Strategy as a Middle Power and Implications for China

作为东北亚地区的重要国家之一,韩国近年凭借经济上的崛起,有力地拓展了外交上的雄心抱负。一方面,以美韩同盟为核心,不断巩固韩国的国家安全基础,使之成为其整体外交的根基;另一方面,将中等强国外交作为韩国外交的重要一环,在国际和地区事务中发挥了举足轻重的作用。韩国中等强国外交战略对中国完善周边外交布局、改善周边地缘政治环境、运筹大国竞争都有明显的影响。当前如何处理好与韩国的双边关系,既考验着中国外交的智慧,也将对中国周边外交工作发挥重要的作用。

As a key Northeast Asian state,the Republic of Korea has leveraged its economic rise as an effective means of advancing its foreign policy ambitions.On the one hand,it has relied on the U.S.-ROK alliance as a means of continually strengthening the bedrock of its national security,the alliance continuing to be the centerpiece of its overall diplomacy.On the other hand,the ROK has adopted middle power diplomacy as one critical prong of its overall foreign diplomacy,enabling it to play a decisive role in both international and regional affairs.The ROK's middle power diplomacy strategy has clearly influenced China's efforts to strengthen its relations with neighboring states,improved the overall regional geo-political environment,and impacted great power competitions.At present,the issue of how to handle bilateral relations with the ROK will be a test of China's diplomatic wisdom,and play an important role in China's periphery diplomacy.
