旅游小镇规划中的利益主体剖析及责任主导策略研究——来自西藏鲁朗地区旅游小镇的实证分析

The Stakeholder Analysis and the Responsibility Domination Strategy Research in the Designing of Tourism Town:An Empirical Analysis of the Region of Lu Lang Tibet

在当代以旅游发展为主的小城镇的规划建设中,政府、企业、公众与设计师等各利益主体之间存在大量的利益矛盾与博弈现象,合理处理矛盾、平衡各方利益是维护社会和谐,增强规划可实施性的重要举措。本文基于对西藏鲁朗地区旅游小镇规划中各利益主体之间博弈的深度剖析,从责任主导角度协调各利益主体之间的利益平衡,探索"总设计师负责制"的控制程序和协调机制,继而探讨了设计师责任主导下的旅游小镇发展策略。

In the planning and construction of small towns, which are given priority to with tourism development right now, there is a lot of interest contradiction and game phenomenon among various stakeholders such as the government, enterprises, public and designers and so on. Research is based on the analysis of interest contradiction and game phenomenon among various stakeholders during the tourism town planning of LuLang region, Tibet. The paper recommended coordinating the interests balance among various stakeholders for the point of responsibility domination, and forming the program and coordination mechanism of ＂chief designer responsibility＂. Then the paper discussed the tourist town development strategy dominated by the responsibility of designer.
