Social Governance in National Governance System:Development,Challenges and Reform

在国家治理体系和治理能力现代化背景下,如何推进社会治理的发展,以社会治理的进步推动国家治理能力与绩效的提升是一项重要而现实的研究议题。在政策层面,国家已经强调社会治理和社会建设对于国家建设与社会发展的重要性,并出台了一系列政策文件。而从现实发展来看,社会不平等现象日益加重,社会矛盾冲突持续增长,群体性事件居高不下,社会力量参与社会治理的能力和空间有限等都表明社会治理同时面临挑战与机遇。体制机制设计、制度建设与创新是确立社会治理新常态,以社会治理发展推动国家治理现代化的根本。中国社会治理的改革与创新是一项综合性、系统性改革,需要积极、持续和有效地推动行政体制改革、财税体制改革、社会体制改革和社会政策改革,并以法治为基础和根本保障,推动社会治理走向全面发展。

Against the background of modernization of the national governance system and governance competence,we are faced with an important and practical issue of how to promote the development of social governance and how to accelerate the improvement of national governance competence and performance with the advance in social governance. At the policy level,the central government has stressed the importance of social governance and society building for national building and social development,and has introduced a series of policies and guidelines. From the point of view of actual development,social inequality is worsening,coupled with increasing social conflicts and high frequency of group events. Also,social forces have limited competence and room to participate in social governance. All these indicate that social governance is facing challenges and opportunities. Institutional and mechanism designing,system construction and innovation,these two elements are the foundation for the establishment of a new normal in social governance,and for the promotion of national governance with development in social governance. Reform and innovation of Chinese social governance is a comprehensive and systemic reform,which requires active,sustained,and effectively promotion of reform in administration,taxation,social system,and social policy. The rule of law should serve as the fundamental and ultimate support for promoting the comprehensive development of social governance.
