摘要
《统筹推进世界一流大学和一流学科建设总体方案》提出要建立中国特色的世界一流学科评价体系。当前学科评价主要借鉴国外学科排名,关注学科产出水平,又更偏重于对科研产出水平的评价。然而学科评价的目的是为了更好的促进学科建设,学科建设不仅包括知识的增进还包括学科组织的发展,学科组织发展是知识增进的基础和保障,因此提出要建构"体用"结合的学科评价体系。其中对学科"用"的评价指的是对学科的人才培养、科学研究、社会服务、文化传承与创新等学科组织产出水平的评价;对学科"体"的评价则包括对学科的使命、组织结构与制度安排、学者队伍、组织资源支撑以及组织传统与文化等学科组织发展水平的评价,并对一流学科的"体用"标准进行了探讨。
Overall Plan of Promoting the Construction of World First-Class Universities and Subjects has put forward that it is necessary to build up a world first-class subject evaluation system. The current subject evaluation system takes the subject ranking as the main form, which mainly pays attention to the "function" of the subject, particularly to the evaluation of scientific research level. This still imperfect evaluation system may lead to the university's adoption of speculative strategy in consideration of reputation, which is not conducive to the real development of the subject. This paper hold the view that the purpose of the subjects evaluation refers to pushing forward the subject construction, which increase producing academic results by improving the academic output ability of the organization. Therefore, there is a need to build up a "body-function combined" subject evaluation system. The evaluation of "function" refers to the subject's output ability relating to personnel training, scientific research, social services, cultural innovation and the level of inheritance, etc., while "body"refers to the evaluation on subject mission, organization structure and institutional arrangement, the team of scholars, the support of organizational resources, and custom and culture of the subject, and the paper discuss the standard of "body-function" of world first-class subject at the same time.
