Poverty Alleviation through Culture: A Dilemma in Poverty Reduction

文章首先介绍了海南省一个国家级贫困县里的故事,通过对这些故事的文化解读,发现了贫困现象与传统农民们的"活法"密切相关,由此提出文化脱贫概念。文章继而回顾了中国著名的乡村建设运动与农业合作化运动,历史经验富有启迪,扶贫先扶心,文化脱贫是中国贫困治理中久被忽视却值得高度关注的难题。

By a story about a poor county at the state level and a cultural interpretation of it,it is found that poverty is closely related to ＂living ways＂,and hence poverty alleviation through culture is proposed. This paper reviews famous rural development campaigns and agricultural cooperation movement in Chinese history,and indicates that history reveals to us that mentality underlies poverty. Therefore,poverty alleviation through culture is a somewhat neglected yet noteworthy issue in China＇s poverty reduction.
