On Developing Community Welfare and Reducing Poverty in Rural Areas

发展农村社区福利,是当下中国减贫工作中的重要领域,也是构建相对公平的城乡公共服务体系的重要策略。社区福利的基础在于村庄团结与村庄合作,其基本前提是以农村基层行政改革促进社区自治,村庄作为社区的主体性得以确立、村庄治理得以完善,农村社区实质参与和有效参与机制得以建立。精准扶贫需要将社会目标优先于经济发展目标,社区福利实现的根本路径在于乡村能力得到提升,在于国家资源作为杠杆撬动农村社会发展的能力和活力。通过农村社区福利建设,构建中国福利社会的农村行动基础,是中国社会政策发展的重要面向,也是脱贫攻坚推进社会建设的基础工程。

The development of rural community welfare is an important field of the on- going Chinese poverty reduction as well as a crucial strategy for the construction of a relatively fair urban and rural public service system. The foundation of community welfare is village unity and cooperation,whose prerequisite is community self- rule through a reform of grass- roots administration. In this process the subjectivity of village as a community should be established,village management should be improved,and a mechanism for substantial and effective rural community＇s participation should be formulated. The precise poverty alleviation places social objectives over economic development ones,for which a fundamental approach to community welfare is the improvement of rural capability and the use of state resources as a lever for the capacity and vigor of rural social development.
