拨开新自由主义对国企改革制造的迷雾——读中共中央国务院《关于深化国有企业改革的指导意见》的感想

Unfogging the Impacts of New Liberalism on the Reform of State-Owned Enterprises——Reflections on “The Guidance of Deepening the Reform of State-Owned Enterprises” Issued by the State Council of the CPC Central Committee

改革开放以来,围绕着国有企业改革问题,马克思主义与新自由主义一直存在着激烈的争论。这种争论,说到底就是:通过改革把国有企业搞好,做大做强做优,还是缩小以至消灭国有经济,实行私有化。《指导意见》旗帜鲜明地要求搞好国有企业,目标明确,在原则问题上态度坚决,大方向符合马克思主义基本原则。坚持和完善基本经济制度是国有企业改革的基本要求,国有企业改革必须坚持社会主义市场经济方向。国有经济是中国特色社会主义的根基。建立和发展社会主义国有经济,是社会发展规律的客观要求,搞好国有企业,是巩固和发展中国特色社会主义事业的根本保证。

Since China＇s reform and opening up,there has been a heated debate on the reform of state-owned enterprises between Marxism and New Liberalism. In fact,the debate is about whether to strengthen the reform for better,bigger and stronger state-owned enterprises,or narrow it down for eliminating the state-owned economy and promoting privatization.The ＂Guidance＂requires unequivocally that we should do well in state-owned enterprises with clear goals,positive attitudes,and Marxism-oriented direction. Upholding and improving the basic economic system is the basic requirement of the reform of state-owned enterprises,and this reform must adhere to the direction of socialist market economy. Likewise,state-owned economy is the foundation of socialism with Chinese characteristics,and to establish and develop the socialist state-owned economy is the social law of development. Besides,to do well in state-owned enterprises is the fundamental guarantee to consolidate and develop the socialism with Chinese characteristics.
