尽管我国"城市记忆工程"已开展多年,但目前仍存在实施主体单一、社会参与度不足等问题。为改变这种状况,"城市记忆工程"需要政府、职能部门和社会力量等多方进行广泛协作。在此过程中,当涉及自身利益时,三方会调整自身行为以实现收益的最大化,从而形成4种博弈关系。为了达到个体理性与集体理性的统一,追求更大的建设成效,可以引入权威组织、多次博弈和承诺行动的理念。
