二战末期和战后初期 ,美国对德政策经历了由分割、肢解德国到分区占领政策的演变。在这一过程中国务院所坚持的多边主义外交思想经过与总统、陆军部、财政部的斗争最终取得胜利 ,并对美国对德政策的制订产生重要影响。

At the end of the Second World War and at the beginning of the post war period, there was an evolvement of USA policy on Germany from dissembling of Germany to occupation of its districts. During the process the multilateralism persisted in by the State Department in its diplomatic thoughts won the final victory during the fighting against the president, the army and the Department of Treasury. Multilateralism produced significant influence in the formulation of USA policy on Germany.
