The middle-level cadre team construction is the primary working priority given by the local universities during the educational reform. The local universities should have the overall improvement of the abilities and qualities of their middle-level cadre teams from several innovative working aspects, like the teacher enrollment system, the teaching and training system and the supervising and management system and so on.
