区域经济协调发展背景下政府职能的缺陷及改进路径

政府在促进区域经济发展中起着重要作用,区域经济的协调发展对政府职能提出了新的要求。本文对我国建国以来的区域经济发展进行了梳理和总结,将其划分为四个阶段。在此基础上,立足于当前区域经济协调发展的时代背景,从观念、组织、制度三个方面逐一分析了政府职能方面存在的缺陷,并提出了改进政府职能的路径:更新政府观念体系,树立协作、全局、市场意识;完善政府管理体系,建立组织协调机构和信息互动机制;完善法律法规,形成政府间合作的基本规范和利益补偿机制;转变职能方式,进一步构建服务型政府。

Government plays an important role in promoting regional economic development and coordinated development of regional economy puts forward new requirements on the government functions. The paper divides the regional economic develop- ment into four stages since the founding of our country. Based on the background of the current regional economic coordi- nated development, this paper analyzes the government functions in three respects： concept, organization and system, and puts forward the ways to the improvement of government functions： updating the government concept system and setting up collaboration, global and market consciousness; improving the government management system and establishing coordina- tion organization and information interaction mechanism; perfecting legal laws and regulations and forming rules of inter- governmental cooperation and benefit compensation mechanism; and transforming the mode of function and building a ser- vice-oriented government.
