摘要
梳理国内外水资源管理制度的历史沿革,分析综述最严格水资源管理制度理论研究和实践现状。针对现状问题,明确新常态下我国最严格水资源管理的制度变革方向,提出相应的制度需求,为最严格水资源管理制度的落实与推进提供决策参考。
The historical evolution of water resources management system at home and abroad is presented; the theory and practice research status is reviewed and analyzed. The direction of system innovation in the new normal situation has further defined, and some system demands to the core problems are stated, including the system and mechanism reform, economic adjustment means, and capacity building. It can provide a decision - making reference for further implementing and promoting of the strictest water resources management system.
