The Evaluation System of Industrial Ecological Construction and Its Theoretical Explanation

从能耗、排污、治理和发展四个方面提出了我国工业行业生态经济效益评估体系的理论框架,并对经济规模、对外开放、技术进步、环境规制、人力资本、人口密度和社会监督等影响我国工业生态经济建设能力的因素进行了理论剖析。提升我国工业生态经济能力,应从加强生态经济制度建设、提高对外商的"环境准入"门槛、调整科技发展政策和研究方向、推动工业产业结构的生态化调整与升级、发展环保教育事业、加强社会监督机制等方面着手。

This paper puts forward a theoretical framework for the evaluation system of industrial ecological economic performance in our country from four aspects of energy consumption, pollution, governance as well as development, and then analyzes the factors that affect the capacity of China＇s industrial ecological economic construction, such as economic scale, opening up, technological progress, environmental regulation, human capital, population density along with social supervision. To improve the capacity of our country＇ s industrial ecological economic construction, it is necessary to strengthen the construction of ecological economic system, improve the ＂environmental access＂ threshold for foreign investors, adjust the policy of science and technology development along with its research direction, promote the ecological adjustment and upgrading of industrial structure, develop environmental protection education, and strengthen social supervision mechanism.
