摘要
美国油气资源出让政策经过一百多年的改革和发展一直在逐步完善,其先进的经验值得我们借鉴。本文对美国联邦陆上油气资源出让管理从资源规划、区块评估、租赁竞标到缴费的整个流程进行了全程分析,结合我国实际提出了适合当前油气资源区块出让工作发展的具有创新性的政策建议,为我国油气资源管理市场化进程提供了有力参考。
Through one hundred years of reform and development, The U. S. oil and gas resource bidding policy have been gradually perfect, The advanced experience is worth our using for reference. The whole process of the U. S. federal continental oil and gas resources bidding program include the resource planning, block evaluation, leasing bid to capture and expend were analyzed in this paper. The Innovative policy suggestionsthat suitable for the current oil and gas resources block bidding worksuggestions with the reality of our countrywere put forward. It＇s provides strong reference to the marketization of oil and gas resource management in our country.
