摘要
改革开放以来的实践表明,我国选择了从法制性治理、行动式治理和构造性治理三种路径入手对社会组织腐败问题实施治理,并逐步形成了以此三种方式为主轴的社会组织腐败治理机制。其间,这套机制从维度上看发生了从单线向多元的转变,从关系上看发生了从彼此分离到相互关联的转变,从作业面上看发生了从笼统的宽泛式治理向针对性更强的专项治理的转变,从力度上看发生了由弱到强的转变。这套机制为治理我国社会组织腐败问题发挥了积极作用。在新形势新背景下,社会组织发生腐败的可能性、发现社会组织腐败的可能性均将增加,社会组织腐败治理难度也将增加,而社会组织腐败治理机制优化压力将进一步加大,优化目标将进一步清晰,优化重点将进一步明确,一套更有效、结构化程度更高的治理机制即将呼之欲出。
The practice shows that China has chosen three kinds of ways to prevent and combat social organizations corruption,i. e. law-oriented governance,action-oriented governance and structureoriented governance,since the reform and opening-up strategy has been carried out. And,three of them make up main axis of the mechanism of curbing social organizations corruption. During this period,this set of mechanism has changed from one-line to multiple lines,from being separated to being interrelated,from being general to being targeted,from being weak to being strong,in the perspective of dimensions,relationships,working scope and force respectively. And it has actually played an important role in controlling social organizations corruption. Under the new situations and background,the possibility of occurrence of corruption as well as detecting corruption of social organizations is likely to go up,accordingly,the optimization pressure is likely to increase,the optimization goal is likely to be clearer,the optimization emphasis is likely to be more explicit,which is going to result in a set of governance mechanism being more efficient and structurized.
