比较视野下的政党体制与政府治理能力关系研究

Party System and Government Governance Capability from the Comparative Perspective

政党体制影响政府治理能力的机制，在学界目前尚无定论。基于政党体制的稳定水平，研究比较了稳定和波动两种状态下的政党体制聚合性、竞争性与政府治理能力的关系。数据表明稳定的政党体制是政党体制聚合性和竞争性发挥积极作用的前提。波动政党体制下，政党体制的高聚合和高竞争格局，不利于政府治理能力的提高。总之，从世界多数国家和地区经验来看，政党体制稳定性是提高政府治理能力的前提。

There is no consensus on the causal mechanism between party system and government governance capability. The research on the mechanism is important for the improvement of China governance capability. Under the different levels of party system stability,it reveals the relationships among the cohesion,competence and gov-ernment governance capability. Data shows that stable party system is the necessary condition for the positive func-tion of cohesion and competence. It would impede the improvement of governance capability with the high level of cohesion and competence under the volatile party system.
