管区设置与基层政府的政策执行力强化机制--基于L镇管区设置的经验阐释

The Establishment of District and the Strengthening Mechanism in the Policy Execution of Local Governments——Based on the Experience Interpretation of the Establishment of District in L Town

基层政府的政策执行力增强必须有效解决基层政府内部对人的动员问题和乡村之间的衔接问题。管区设置包括四个方面的内容,分别是以"管区考核"为路径的人事晋升方式、以"管区"为平台的干部培养方式、以"管区"为政策执行中枢的乡村衔接方式和"管区干部"推动下的乡村关系紧密化。管区设置从责任追究明晰化上增大了基层政权向基层干部施加执行压力、进行动员的空间;从加深基层干部对农村的把握上提高了政策执行者的执行能力;从信息对称化上提高了政策执行方案的有效性;从紧密化同村干部间的关系上确保村民自治与基层行政保持目标一致,整合政策执行所需的信息、权威等乡村治理资源,同时强化政策执行过程中的监督。

The policy execution of local governments must effectively solve two problems：the mobilization of local governments to people and the connection between rural areas. The establishment of district includes four aspects：the personnel promotion path by ＂assessment of district＂, the way for the cadres training taking ＂district＂ as the platform, the way of rural connection taking ＂district＂ as the maincenter of the policy execution and the close relationship between rural areas driven by ＂district cadres＂. The establishment of district increases the political power of grassroots regime＇ s bringing pressure to bear on the local cadres and mobilizing to the local cadres from the perspective of accountability transparency,improves the ability of policy implementors from the perspective of deepening the local cadres＇ understanding of the rural areas, improves the effectiveness of policy implementation from the perspective of information symmetrization, makes sure that the villager autonomy and the grassroots administration keep consistent, integrates rural governance resources which the policy execution needs, such as information, authority, etc. , and at the same time strengthens the supervision in the process of policy implementation from the perspective of establishing the close relation with the village cadres.
