摘要
本文建立中国高技术产业研究部门与开发部门之间的关联模型,运用动态网络SBM模型测度了2010—2013年中国各省市高技术产业创新活动的总体效率、时期效率、部门效率以及时期部门效率水平。结果显示:中国高技术产业的创新效率整体处于较低水平且地区差距明显;大多数省市高技术产业研究部门对技术创新的贡献度低于开发部门;研发经费、人员及专利等投入要素普遍存在冗余。今后应从强化高技术产业的基础研究、加强区域技术资源整合、提高专利技术水平等方面入手,提高中国高技术产业研究和开发部门的创新能力协调度及技术资源配置效率。
This paper established the correlated model between research and development department in China's high technology indus- tries and used the DNSBM model to analyze the overall efficiency, the period efficiency and the divisional efficiency of the technological innovation activities during 2010 to 2013. It turns out that the technological innovation efficiency of China's high technology industries in all provinces are almost in lower level and big regional disparities in recent years. The contribution of the research departments are lower than the development departments in most provinces. There are serious redundancies in the research and development funds, personnel, and patents. So we should pay more attention on strengthening the basic research, improving the regional technical resources integration and raising the level of patent technology to improve the harmonious degree between the research and development departments and the allocation efficiencies of technological resources in China's high technology industries.
