从福利角度看国际援助的经济效应——基于动态一般均衡分析

The Economic Effect of International Aid from the Perspective of Welfare——Based on Analysis of Dynamic General Equilibrium Model

学术界对国际援助的经济效应长期存在争议。以往的研究主要从宏观层面,且往往仅从国际援助与受援国经济增长的关系来分析国际援助的经济效应问题。笔者尝试从微观层面,即援助与家庭福利关系出发,利用动态一般均衡分析范式,来探讨国际援助对援助国和受援国两方面的影响。研究发现,从福利角度看,国际援助是有效的;国际援助能够提高援助国和受援国的家庭福利,并能够影响其他经济变量,国际援助特别为促进受援国经济增长提供了必要条件。

There is different views for a long time about economic effectiveness ot international aid in academic hetd. In the past, re-search often focus on macro level, which underline the relationship between international aid and recipient countries economic growth ,then to expound the effectiveness of international aid. This paper tries to from the micro level, from the relation between aid and familywelfare, using the Dynamic General Equilibrium model, to discuss the influences of donor countries and recipient countries which comefrom the international aid. This studies have found that international aid can improve welfare both recipient and donor family, also caninfluence other economic variables; and aid is effective from the perspective of the welfare; International aid provides necessary condi-tions for promoting the recipient economic growth.
