摘要
针对国内较少有文献对"政府应急管理网站优化评估"进行研究的情况,本文基于IA理论构建了应急管理网站的评价指标体系,探讨了一种基于层次序关系分析法的政府应急管理网站综合评价方法。该方法结合层次分析法和序关系分析法的优点,采用专家赋权和公众评分相结合的思想,对应急管理网站建设进行定性和定量的评价。结果表明,对于应急管理网站的综合评价,层次序关系分析法相比传统的层次分析法简单实用;且与一般的序关系分析法相比,减少了专家每次排序的指标数量,操作起来更加方便,值得推广和使用。
There is less domestic literature on "government emergency management website optimization evaluation" for re- search in China. In order to solve this situation, this paper constructed the evaluation index system of emergency management website based on IA theory, and discussed a comprehensive evaluation method of government emergency management website. This method combined the advantages of the analytic hierarchy process and the order relation analysis method, and used the combi- nation of the expert's weight and the public's score, and carried on the qualitative and quantitative evaluation to the emergency management website construction. The results showed that the hierarchical order analysis method is simpler and more practical than the traditional analytic hierarchy process, and it is more convenient to operate, and it is worth to be popularized and used.
