中美对朝政策中的共识和分歧及前景展望

The Consensus and Divergence in China's and the United States' Policy toward North Korea and the Prospect

伴随着朝鲜"双弹"齐射的核危机升级和联合国安理会2270号强力制裁决议的实行,朝鲜半岛局势又剑拔弩张,充满火药味。中方倡导的"制裁是必要手段,维稳是当务之急,谈判是根本之道"如何实现,奥巴马政府能否把握重新评估朝核问题及对朝政策的良好契机,中美怎样开展合作解决朝鲜核问题这一"跨世纪的难题",引发国际社会广泛关注和期待。由于中美两国之间的结构性矛盾和在朝鲜半岛上的地缘战略利益不同,决定了两国政府在对朝政策上呈现出共识与分歧共存的态势。共识是实现朝鲜半岛无核化和防扩散、维护朝鲜半岛的和平稳定。分歧则在于战略目标优先性、解决朝核问题的途径、对朝鲜政权的态度、责任区分等不同。因此,中美间应该在推动朝鲜半岛无核化和防扩散进程、重启六方会谈、推动朝鲜经济开放和东北亚区域经济合作等方面加强沟通、协调合作。但要充分认识到"前途是光明的,道路是曲折的",努力构建中美新型大国关系,达到互利共赢。

The Korean Peninsula situation has once again been on a war footing with the upgrade of the nuclear crisis and UN＇s harder sanctions on North Korea. However, differ- ent structural contradiction and strategic interests between China and the United States de- termine that the two governments present policy consensus and divergence toward North Ko- rea. The consensus is to realize the denuclearization and non-proliferation and to maintain peace and stability on Korean Peninsula, while differences lie in the priority of strategic ob- jectives, ways to solve the Korean nuclear issue, and attitudes to the North Korean regime and the division of responsibility. Therefore, China and the United States should strengthen communication, coordination and cooperation in promoting the denuclearization and non-prolif- eration process, resuming the six party talks, pushing DPRK to open economy and promo- ting the regional economic cooperation in the Northeast Asia. In a word, the two countries should strive to build a new major-country relations to achieve mutual benefit and win-win results.
