Briefing of the Application of PPP Model in the New Rural Urbanization:New Rural Urbanization in Hainan International Tourism Island for Example

新型城镇化是十八大确立的国家战略。结合中央城市工作会议与2016年中央一号文件的相关精神,基于PPP投融资模式在海南国际旅游岛新农村城镇化建设中应用的必要性与可行性,系统提出了PPP模式的应用思路与建议,以期为新常态下推动我国新农村建设与新型城镇化双轮驱动提供可资借鉴的投融资模式。

New urbanization is a national strategy established in the Eighteenth National Congress of the Communist Party of China. Combined with the spirit of the central city working conference and 2016 central No. 1 document, according to the necessity and feasibility of PPP models in the construction of new rural urbanization in Hainan International Tourism Island, the author proposes a systems thinking and suggestions for the application of PPP model, in order to provide valuable investment and financing model for promoting the new rural construction and new urbanization development under the new normal status.
