政府向社会组织购买公共服务绩效评估研究

The Research on the Performance Evaluation of Governments' Purchases of the Public Service from Social Organizations

政府向社会组织购买公共服务,是落实建立有中国特色社会主义行政体制重要部署的需要,是落实机构改革和政府转变职能的需要,是世界各国面对财政压力,通过政府自身改革以满足不断提升的公共服务的需求。建立和完善公共服务体系是在提升公共服务的质量背景下应运而生的。本文从政府购买公共服务的核心概念以及绩效评估的含义出发,围绕"对谁评估"、"评估谁"、"如何评估"、"结果如何运用"进行分析研究,从而使政府尽量用最小的成本购买最好的服务,得到公众满意的服务,最终提升政府向社会购买公共服务的绩效。

Governments’ purchases of public services from social organizations arise to meet the need to establish a socialist administrative system with Chinese characteristics and meet the need to implement the institutional reforms and governmental functions in the background where all the countries in the world, when confronting financial pressures, do their bid by reforming their own governments to satisfy their mass’ s need of constructing, improving and perfecting the systems of their public service so as to improve the quality of public service. The paper begins with the core concept of governments’ purchases of public services and the meanings of the performance evaluation, and focuses on the researches of the evaluating issues ＂who to be evaluated＂, ＂what to be evaluated＂, ＂how to evaluate＂ and ＂how the outcome can be applied＂ in order to make the government buy the best service at the least cost, obtain the satisfactory service from the public, and ultimately improve the performance level of governments’ purchases of public services.
