“四个全面”战略思想视域下我国新型城镇化建设路径研究

On the construction of new-type urbanization in China under the perspective of "Four Comprehensives" strategic thought

"四个全面"战略思想是以习近平为总书记的党中央立足我国国情和治国理政的实践经验而提出的重要战略思想,其主要内容包括:全面建成小康社会、全面深化改革、全面依法治国、全面从严治党,这四个方面的内容是相互促进、辩证统一的。"四个全面"战略思想对我国新型城镇化建设具有重大意义:全面建成小康社会为我国新型城镇化建设提供战略目标;全面深化改革为我国新型城镇化建设提供动力源泉;全面依法治国为我国新型城镇化建设提供法律规范;全面从严治党为我国新型城镇化建设提供重要保障。当前,我国新型城镇化建设导向存在偏差、粗放低效发展、法规相对滞后、缺乏有力保障等现实问题。在新型城镇化建设进程中,应在完善我国新型城镇化建设的长期规划、破除我国新型城镇化建设的体制障碍、完善新型城镇化建设的法律法规、加强和改善党对新型城镇化建设的领导等方面寻求突破口,促进我国新型城镇化的健康持续发展。

The strategic thoughts of ＂four comprehensives＂ is put forward by the CPC Central Committee headed by Gen-eral Secretary Xi Jin-ping based on the situation and the practical experience of governing the country. It involves ＂comprehensively＂ building a moderately prosperous society, deepening reform, governing the country according to law, and enforcing strict party discipline, which are in mutual reinforcment and dialectical unity. ＂Four comprehensives＂ stra- tegic thought is of great significance to the construction of new-type urbanization in China： building a moderately prosper- ous society providing the strategic objectives; deepening reform providing the source of power, governing the country ac- cording to law providing the legal norms, enforcing strict party discipline providing the important guarantee for new-type urbanization construction in China. At present, there are still some practical problems in the construction of urbanization in China such as deviation of orientation, extensive and inefficient development, lagging-behind laws and regulations, lake of effective guarantee and so on. In order to promote the healthy and sustainable development of new-type urbanization in China, the anthor suggests improving the long-term planning , breaking the system obstacle , perfecting laws and regula- tions , strengthening and improving party leadership in the new-type urbanization construction etc.
