摘要
从1986年广州市建立第一个110接处警服务平台起,我国的110警察服务已经有近30年的历史,从而使公民在遇到困难寻求警察救助成为可能,但警察却因大量的非警务活动而加重了警察的工作,使得公安机关成为"万能的救助机构",甚至成为"公众保姆",造成警力严重不足、警察权益得不到有效保障等一列问题。因此,正确认识非警务活动,规范警务活动,对警察工作的展开以及公民权益的保护影响重大;严格界定非警务活动才能更好地体现警察职能,发挥警察组织这一公共资源的最大效用,促进和谐的警民关系,推进法治中国背景下依法执政的进程。
Since 1986 when Guangzhou set up the first 110 police emergency service platform, China's 110 police emergency service has existed for 30 years. It makes it possible for citizens to seek police assistance when they encounter difficulties. However, the increased non-police activities burdened police work, which made the public security organs become "universal relief agencies" and even a "public nanny". Besides, non-police activities caused a serious shortage of police force and the police rights are not effectively protected. Therefore, the correct understanding of non-police activities and regulating police activities are significant to police work and the protection of citizen rights. Defining strictly the concept of non-police activities can better reflect the function of the police, bring the public resources into full-play, and promote the harmonious police-community relationships and the administrative course by law in China under the background of the rule of law.
