论平安监控的“负安全效应”——一项基于国外文献的研究

On the Negative Effects of Security in the Process of Monitorization of Safety Construction: A Study Based on Foreign Literature

平安建设监控化进程具有"安全双刃剑效应",国内研究主要关注其"正安全效应",有必要学习和借鉴国外学者关于监控"负安全效应"的研究成果,以便进一步提升监控的"安全获得感"。监控"负安全效应"大致包括:监控分布不均导致"犯罪转移",进而衍生出"溢出性不安全感";监控放大固有的社会不平等导致"安全分配"的不平等,进而衍生出"相对性不安全感";监控技术的内生偏见固化甚至强化了社会排斥效应,进而衍生出"排斥性不安全感";监控在场导致"信任鸿沟"和"合作无能",进而衍生出"个体孤立性不安全感"。

The monitorization process of safety construction have double - edged sword effect on safety. The domestic research focuses on the ＂positive safety effects＂, while we need to draw lessons from foreign scholars about their research on the ＂negative safety effects＂ of monitoring, in order to enhance the sense of ＂security＂ of the monitoring. The ＂ negative safety effects＂ of monitoring include： the uneven distribution of surveillance cameras lead to crime displacement and then lead to ＂overflow insecurity＂ ; the monitoring magni- fying the inherent social inequality lead to the inequality of safety distribution and then lead to ＂relative inse- curity＂ ; the inner prejudice of monitoring technology solidifying the social exclusion effect and then lead to ＂otherness insecurity＂; the presence of surveillance cameras lead to ＂trust gap＂ and ＂cooperation inability＂ and then lead to ＂individual isolated insecurity＂.
