摘要
为打击食品安全违法犯罪行为,2011年后北京、山东、广东、海南根据本省的实际情况制定了食品安全有奖举报制度。然而这些制度实施效果并不是很好,虽然这四省市都设计了相关的食品安全有奖举报机制,但在机制设计上仍然存在举报主体不全面、接受举报的主体设置不合理、举报方式单一、举报程序不具有可操作性、奖励标准设置不科学、奖励程序缺少正当性、举报人权利保护措施欠缺等问题,为保证食品安全有奖举报制度的有效实施,就需要健全食品安全有奖举报机制,在举报主体、接受举报的机关、举报程序、奖励标准、举报人的权利保护、奖励程序等方面进一步完善设置,提高食品安全有奖举报机制的科学性与可操作性。
To fight the illegal crime of food safety, after the 2011 year, Beijing, Shandong, Guangdong, Hainan made the Prize and Report System of Food Safety according to their own actual situation. However, the effect of the implementation of these systems is not very good, although the four provinces or cities have established the reporting mechanism relevant food safety prizes, but there are still many faults:reporting subjects are not comprehensive, accepting reporting subjects are unreasonable, reporting way is single, reporting procedure is not operable, rewarding standard is not scientific, rewarding program lacks of legitimacy, Reporting subjects' rights lack protection meas- ures, to ensure the effective implementation of Prize and Report System of Food Safety, we need to improve Prize and Report System of Food Safety ,further improve setting about reporting subject, ac- cepting reporting institution, reporting procedures, rewarding standard, the rights protection of re- porting subjects and rewarding program, etc, raising the scientific nature and operability.
