新疆基本公共服务的空间分布与质量差异测评研究

Research on the Spatial Distribution and Quality Difference Evaluation of the Basic Public Service in Xinjiang

新疆基本公共服务均等化有助于夯实小康社会的基础,也是构建和谐新疆必不可少的前提。该文以教育、医疗卫生、文化、生态环境、社会保障、基础设施、公共安全7个一级指标和30个二级指标,构建了新疆区域基本公共服务质量水平测度指标体系,用熵值法对新疆15个地区进行系统分析。研究发现:新疆基本公共服务质量水平呈现出从北疆到南疆逐步降低的态势;基本公共服务水平与城市规模和经济发展水平呈正相关关系;新疆各类基本公共服务水平发展不均衡,基础设施服务水平最高,医疗卫生服务和文化服务次之,教育服务与公共安全服务、生态环境服务为新疆公共服务发展的相对较薄弱短板。

The realization of equalizing the basic public service in Xinjiang is an important component of building a well-off Chinese society, as well as the indispensable important precondition of constructing a harmonious society in Xinjiang.This thesis built a regional quality measuring index system of basic public services in Xinjiang by using 7 first-level indicators including education services,cultural services,health services,ecological environmental services,infrastructure services,social security services,public safety services,and 30 secondary indicators,and analyzed systemically 15 areas of Xinjiang by using the entropy method.The study reveals that quality level of basic public services in Xinjiang shows a gradual reduction trend from the northern to the southern region.It shows a positive correlation between the level of basic public services and economic development as well as city size.The development of basic public service indicators is badly unbalanced： infrastructure services ranks the highest level of basic public service,and health services and cultural services takes the second place,whereas education services, security services and environmental services are weak short board of public services in Xinjiang.
