协同理论视角下新疆兵地关系研究

Relationship of Xinjiang Uygur Autonomous Region and Xinjiang Production and Construction Corps from the Perspective of Collaborative Theory

良好的兵地关系是实现新疆社会稳定与长治久安的重要保障。该文从协同理论的视角出发,利用所构建的兵地关系协同发展模型对兵地关系作协同性分析。实现兵地关系的协同发展,必须加强兵地协同发展的顶层设计,完善兵地制度化的协调互动机制,积极推动新疆维吾尔自治区直辖兵团城市与城镇(区)协同发展模式,大力发展兵地融合经济,努力探索兵地协同社会治理。

A harmonious relationship of Xinjiang Uygur Autonomous Region（XUAR） and the Xinjiang Production and Construction Corps（XPCC） is a crucial grarantee of realizing social stability and a lasting peace and order in Xinjiang. Using collaborative theory,this paper carries out a collaborative analysis of the relation between XUAR and XPCC by the established model of synergetic development. To realize such a synergetic development,we should enhance the top-level design,perfect the institutionalized mechanism of coordination and interaction,actively promote the synergetic development mode of towns and cities,rapidly develop the blend economy and explore the collaborative social governance between XUAR and XPCC.
