Building Whose Community : Grassroots Governance Pattern and Its Optimization

二十世纪八十年代的市场经济体制改革引发了巨大的社会变迁,由此社区取代单位成为我国城市的基层社会治理格局的主体,其取得重大发展成就的同时也面临着偏离原有使命的困境。本文通过梳理社区功能从保障到服务,再扩展到民主建设的变化过程,指出目前社区建设中存在的全能主义逻辑及其危害,在此基础上分析了构建社区治理格局的必要性及其基本任务,并提出具体的规划建议。

Economic reform in the 1980s led to a drastic social change, which made the community, instead of the work unit, become the target of grassroots governance pattern. However,alongside the achievements, community also faces the difficulty of deviating from its own mission. This paper outlines the changing process of community function, namely from security to service,then to democratic construction,and points out the logic of universalism and its harm in current community building.Based on this,the necessity and task of building governance pattern in the community,together with concrete suggestions, are proposed.
