摘要
针对分布式电源在配电网的接入对配电网源荷运行特性的影响,立足于主动配电网技术特征,提出了利用实时电价和基于差异化用电成本的供电协议进行主动配电网需求侧管理控制的运营策略。研究了使配电网可获得对用户负荷具有可调节和可中断控制能力的差异化用电成本计算模型。以实现利用实时电价对配电网负荷率进行动态调节为目标,通过研究负荷对电价响应的调节特性,提出了基于期望负荷率滚动校正的实时电价定价方法。针对电价调节可能导致的负荷率不满足期望约束条件问题,利用对用户负荷的可调节和可中断调控能力,提出了基于可调节负荷的负荷率预防控制策略,基于可中断负荷的负荷率校正控制策略。利用仿真进行了所提出运营策略的可行性论证研究。仿真结果表明,所研究需求侧响应运营策略不仅能够按照负荷率约束要求调节负荷,平抑负荷率波动,实现负荷的削峰填谷,而且能够为消纳分布式电源和提高配变容量利用率提供有效的保证和支持。
In view of the influence of distributed generation access to distribution network operation, as well as the active distribution network technical characteristics, this paper proposes the demand-side management (DSM) operation strategy for active distribution network by using real-time electricity price and power supply agreement based on differential electricity cost. The differential electricity cost calculation model for adjustable and interruptible user load control was studied. Then, research the load regulation characteristics of electricity price response and put forward the real-time electricity pricing method based on expected load rate rolling cor- rection in order to dynamically adjust the load rate by using real-time electricity price. Meanwhile, considering that the electricity price adjustment may not lead to the load rate failing to meet the expected constraint, pres- ent the load rate prevention and control strategy based on the adjustable load, as well as the load rate correction strategy based on the interruptible load. Finally simulate the feasibility of the proposed operation strategy. The simulation results show that the DSM operation strategy can not only adjust the load according to the load rate constraint, ease load rate fluctuations, and realize the load peak shifting, but also provide effective guarantee and support for the distributed generation elimination and distribution capacity utilization improvement.
