摘要
在系统梳理当前城市总体规划编制中主要涉水内容及已有指标的基础上,分析其在全面性、衔接性、可操作性等方面存在的不足,从控制性指标筛选原则、框架体系组成、阈值确定等方面有针对性地对城市总体规划水资源论证控制性指标体系框架构建进行探讨,为推动城市总体规划水资源论证报告书审查、实施、后评估等工作提供支撑,为进一步推进城市总体规划水资源论证提供参考。
Based on systematic review of contents related to water and existed indicators in city master planning, Indepth analysis is made on comprehensiveness, bridging and operability. Framework of control index for water resources assessment in city master planning are introduced from the prospects of selection principle of control indicators, formation of framework and determination of threshold values. It forms a base for report inspection, implementation and post-evaluation, and moreover extension of water resources assessment and evaluation approach during city master planning.
