摘要
目的:分析上海市某三甲医院人员编制核定上存在的问题,为科学核定公立医院人员编制提供理论和实证依据。方法:对人员配置现状进行描述性统计分析,对比现有政策文件分析该院的人员编制情况。结果:经核定测算,医院总编制应配备6077人,缺编现象严重,编外用工占全部用工数量的50%以上;医疗业务扩展、工作量激增的现状与现有编制标准不匹配,现有编制标准落后于医疗卫生发展。结论:在缺编情况下医院编制要向一线和重点学科倾斜,根据社会经济发展修订现行的编制标准。
Objective:Analyze the problems on current manning quotas of a tertiary comprehensive hospital and provide evidence for its scientific adjustment in public hospitals. Methods:Descriptive analysis and comparative analysis was used to statistical analysis of current staffing and policy documents. Results:The researched hospital should be equipped with 6077 people. More than half of the total labor was supernumerary employment. The vacancy of manning quotas was serious in this tertiary comprehensive hospital and lagged behind the medical and health development. Conclusion:The manning quotas should put particular emphasis on clinical first-line and key discipline because of short case. Current proportion standard of manning quotas need to be urgent revised according to the social and economic development.
