浅谈电子化招投标在农业项目中的应用

Application of E-tendering and Bidding in Agricultural Projects

随着互联网思维的广泛运用,许多新的业态正在不断孕育,转型升级传统农业项目招标投标工作模式,实现农业投资管理手段的高效化、便捷化、透明化将成为趋势。目前,电子化招标投标新局面已初现端倪,本研究结合农业建设项目的特点和传统模式下的招标实践,通过梳理国家已出台的法律法规和相关政策变化,以及电子招投标在农业建设项目中的应用情况,系统总结了电子招标的概念、特点、优势和农业项目招投标电子化实施对策,为促进农业项目招投标电子化的深入发展提供借鉴。

With the wide use of internet, many new internet product types are emerging. Transiorming and upgrading the tendering and bidding pattern of traditional agricultural projects, and achieving the efficient, convenient, transparent agricultural investment management mode have become a new trend. Through the combination of agricultural construction characteristics, traditional bidding practice, relevant supporting laws and policy development, and E-tendering and bidding application in agricultural construction projects, the concept, characteristics, advantages of E-tendering and bidding in agricultural project and its corresponding implementing strategies were summarized to provide useful references for further development of agricultural tendering and bidding projects.
