国内外大学章程中关于图书馆的相关问题研究

On Related Problems of Libraries in Domestic and International University Statutes

文章对国内外若干所大学章程中关于图书馆的内容进行了梳理,并针对内地大学章程对图书馆较少关注的状况,借鉴国外及台港澳的经验,提出完善内地大学章程的建议:理顺与《普通高校图书馆规程》等法规条例的关系;明确图书馆的机构定位;设立图书馆工作委员会;阐明图书馆馆长的职责与任职资格。

This paper combs the content about libraries in the domestic and international universities statutes. Currently domestic university statutes pay little attention to the libraries. On this basis, this paper puts forward to improve university statutes by learning from the experience of foreign libraries, and the libraries of Hong Kong, Macao and Taiwan, and to perfect the porposes of the domestic university statutes： to straighten out the relationship with The Statutes of the Ordinary University Libraries and other laws and regulations; to clear library positioning mechanism; to establish library working committee, and to clarity chief librarian＇s responsibilities and qualifications.
