摘要
在对图书馆联盟绩效管理近期研究成果进行综述的基础上,分析其不足,进而引入三大战略联盟理论即社会网络理论、资源基础理论和组织学习理论。分别从联盟内外部环境、成员馆内部资源和能力、联盟成员学习成长需求三个角度对图书馆联盟目标进行战略分析,构建了包括绩效计划、绩效监控、绩效评估、绩效反馈四大流程的图书馆联盟战略性绩效管理模型,并提出了对该模型的几点管理策略。
As a form of resources sharing, mutual benefits and risks sharing, library consortia has gradually gained recognition. How to evaluate the work of library consortia and the completion degree of goals, how to get high output with the limited investment are the concerns of academic field. By reviewing recent researches of library consortia performance management, this article analy- ses their shortcomings, and then introduces three strategic alliance theories: social network theory, resource based theory and orga- nizational learning theory. It analyzes the library alliance goal strategically from the union of internal and external environment, internal resources and capabilities, members' learning needs three aspects, then constructs a library consortia strategic performance management model including performance planning, performance monitoring, performance evaluation, performance feedback, and put forward some management strategies of the model.
