Research on the Ecological Compensation System in River Basin

流域是整体性明显的自然区域,但区域间相互影响明显。上下游之间常因自身经济发展与环境保护产生利益冲突。解决流域上下游之间的矛盾应结合索洛模型、新增长理论和库兹涅茨曲线等经济理论以及制度约束,推行有效的生态补偿政策,这样才能破解各地生态环境保护与经济发展难题。

The river basin is the natural region of obvious integrity, but the distinct mutual influence among reaches exists. The conflict of interests often arise due to individual economic development and environmental protection between the upper and lower reaches. In order to settle the contradiction and solve the difficulties involved in ecological environmental protection and economic development of various regions, approaches should be based on the combination of economic theories such as Solow Model, New Growth Theory and Kuznets Curve with the system restriction and the implementation of effective ecological compensation policy.
