油气长输管道隐患治理存在问题及对策研究

Research on the Problems and Countermeasures of Long Distance Oil and Gas Pipeline Risk Management

针对当前油气管道隐患治理中存在的责任不落实、资金不到位、治理难度大、时间长等问题,文章系统分析了隐患治理中存在的监管、权益、责任落实、经济投入等根本性问题,提出从明确责任、强化监管,加大投入入手,推进当前隐患治理工作,从而理顺监管体制、完善法规标准等,促进石油天然气长输管道安全监管长效机制的建立。

Aiming at such current existing problems in the oil and gas pipeline risk management as responsibilities,insufficient funds and long time duration,the paper systematically analyzed such fundamental issues in risk management as regulation,rights and interests,irresponsibility,economic investment etc.,and put forward some countermeasures： making responsibility clear,strengthening supervision and increasing investment so as to promote the risk management work,rationalize the regulatory system and mechanism,and improve the standards,aiming to promote the establishment of petroleum and natural gas long-distance pipeline safety supervision of long-term mechanism.
