国内外大型科学仪器设备开放共享分析及对策

Analysis and Countermeasures of Opening and Sharing Large-scale Scientific Instruments and Equipment at Home and Abroad

通过对国外设备共享开放现状的相关资料分析解读,总结了国外大型科学仪器设备开放共享平台具有的主要特点。结合对国内设备共享平台的调研情况和相关资料,对国内大型科学仪器设备开放共享近年来取得的成效进行了总结,并分析了国内设备开放共享工作中存在的不足之处。通过对比分析,了解我国设备开放共享管理水平与国外的差距,提出在我国的设备开放共享管理工作中,应借鉴国外经验,加强制度建设,加大支持力度,建设功能完善的信息平台,并制订有效的人才激励政策以充分调动相关人员积极性,提升我国设备共享平台管理水平。

The paper analyzed the information of opening and sharing large-scale scientific instruments and equipment,and summarized the main characteristics of equipment-sharing platform at abroad. Afterward,the paper summarized the achievement of domestic opening and sharing large-scale scientific instrument and equipment in recent years by the analysis and survey of domestic share platform data,and constructer the deficiency of sharing platform at home. By the contrast,we found the difference of opening and sharing management level at home and abroad,suggested that we should improve the sharing platform management level by learning from foreign experience,improve the regulatory system,increase the intensity of support,construct the functional information platform and formulate effective incentive policies of motivating the staff.
