农村资金配置效率及其影响因素的实证分析——基于安徽省的数据

An Empirical Study of Efficiency of Rural Capital Allocation——Based on Data of Anhui Province

随着工业化和城镇化的发展,大量资金流向城市,使本来处于融资弱势地位的农村资金显得更加匮乏。在这种困境中,如何提高有限农村资金的配置效率成为促进农村经济发展中的重大课题。文章以安徽省为例,就这一问题进行了两方面的分析。一是运用DEA（数据包络分析）对2000~2013年安徽省农村资金的配置效率进行评价。二是运用Tobit模型分析安徽省农村资金配置效率的影响因素。

With the development of industrialization and urbanization, a large amount of capital flow into the city, causing rural areas more deficient in capital. Faced with this predicament, it becomes an important issue how to improve the allocation efficient of rural capital. This paper makes two analyses of the issue based on the data of rural funds allocation in Anhui province. Firstly, DEA model （data envelopment analysis） is used to evaluate the efficiency of capital allocation from 2000 to 2013 in rural areas of Anhui province. Then, Tobit model is used to analyze the factors that influence the efficiency of funds allocation in rural Anhui province.
