摘要
[目的/意义]比较分析中日两国多项资助基金的关联特征,找出中国多项科技资助存在的问题,为科技基金规范管理的决策提供参考依据。[方法/过程]以2014年SCI收录的中国内地和日本的多项科技基金资助论文为研究对象,利用社会网络分析方法,对中国内地和日本科技基金的关联分布、科技基金合作网络特征、主要关联基金的影响效果进行比较分析。[结果/结论]中国内地的多项基金资助SCI论文中,92.8%有国家自然科学基金、国家部委基金及地方政府基金的关联资助;日本的多项资助SCI论文中,86.41%有国外基金、文部省基金、学术振兴会基金、企业基金、科学振兴机构基金、厚生省基金的关联资助。与日本相比,我国多项科技资助的来源比较单一,明确各类基金在科技资助体系中的分工,减少自然科学基金、各级政府基金的多项关联资助,吸引国外基金、企业基金、各类社会团体基金的共同资助将是我国科技基金的发展方向。
[ Purpose/significance] This paper comparatively analyzes the associated features of Chinese and Japa- nese multi-scientific funds, and finds out the existing problems of Chinese multi-funds, to provide reference for standardi- zing the management decisions of multi-scientific funds.[ Method/process ] Choosing Chinese and Japanese funded scien- tific articles included by SCI in 2014 as the research object, it makes a comparative analysis on the associated distribution of two countries' scientific research funds, features of main cooperative networks and impact of main correlated funds with the method of social network analysis. [ Result/conclusion] Among Chinese multi-funded scientific articles, 92.8% are mutually funded by national natural fund, national-state funds and local government's funds. 86.41% of Japanese multi -funded scientific papers are interrelated funded by funds of overseas, the Ministry of Education, JSPS, enterprises, JST and Ministry of Welfare. Compared with Japan, the sources of Chinese multi-scientific funds ate relatively single, so its de- velopment direction is to clarify the roles of various funds in science and technology system, reduce natural and govern- ments' associated fund, and attract more mutual fund of overseas funds, enterprise funds and all kinds of social group funds.
