产城互融视阈下的农村“空心化”治理

Industry-rural Community Integration Development Perspective of "Hollowing" Villages Governance

改革开放的深入和工业化、城市化的快速发展,广大农村出现了日益严重的"空心化"现象,对农村土地资源、经济发展、基层组织建设、社会文化发展、公共服务供给、村容生态都产生了不利影响。研究发现:在经济发展新常态下、城镇化建设深入发展的背景下,农村"空心化"是新时代农村社会生产、生活方式的动态转变图景,只要改革得当、方式适宜、转变有序,它会是现代化进程下的农村"蜕变"。"农村社区"之"城"和"农村产业"之"产"的互融发展,即农村美丽社区化建设和农村产业化发展的结合是农村"空心化"的应对路径。农村美丽社区的建设会是农村空心化中的"生态环境、社会管理、公共服务、基层民主乃至社会心理"等问题解决的逻辑起点;农村产业化发展是巩固美丽新社区建设成果和可持续发展的最根本保障。

With the deepening of the reform and opening up, the rapid development of industrialization and urbanization, the rural appeared increasingly so serious phenomenon of hollowing out that has had a negative effect on the rural land resources, economic development, infrastructure construction, social and cultural development, public service supply, village ecology. The study found that： under the economic development of the new normal, the background of urbanization development, rural hollowing out is a dynamic change picture of rural social production and life style in new era. As long as the reform properly, the way is appropriate, orderly transition, rural hollowing out will be a transition in the process of the rural modernization, rather than the deformation of the village. The double reconstruction of ＂rural communities＂ of ＂Industry＂ and ＂rural industry＂ of ＂rural community＂ namely the combina- tion of beautiful rural community construction and rural industrialization, which is the path rural hollowing out. On the space rigid conditions, the construction of beautiful rural community, plays a role in solving the rural hollowing out of the ＂ecological environment, social management and public service, democracy at the grassroots level and even the social psychology＂. On entity software conditions, rural industrialization development plays an important role in consolidating the achievements of the beautiful community construction and the sustainable development.
