我国电子政务标准体系的基本分析

Basic Analysis of E-government Standard System of our Country

文章针对政府信息系统条块分割、标准规范不统一带来的重复建设和信息孤岛现象,对电子政务标准体系发展过程进行系统梳理,详细分析电子政务标准的定位、建设机制、管理体制、支撑系统等方面,对顶层设计、框架完善、程序制定及支撑系统四个方面进行了理论研究,提出通过激励机制建立以政府为主导、相关部门参与的综合标准化与公共治理相结合的新常态电子政务标准体系,从而推动电子政务标准体系的改革和优化。

According to redundant construction,and information island phenomenon caused by unified standards of government administration information system,the author combs the e-government standards development process,and analyzes the positioning,construction mechanism,management system,support system of egovernment administration standards in details,and studies the four aspects as top-level design,framework improvement,program development and support system.In order to impel the reform and optimization of the egovernment administration standard system,through the incentive mechanism,the author proposes a new normal e-government administration standard system in the comprehensive standardization and public governance combining under government leading,with relevant departments participating.
