随着城镇化进程和工业化的快速推进,环境污染已经成为当前我国经济和社会发展最为突出的问题。农村曾经一直是我国环境版图中保存最完整的一块,保持着山清水秀的面貌。然而,工业化向农村地区的不断渗透和蔓延,导致很多美丽的乡村已经成为回忆。农村环境问题,尤其是农村的水污染问题,已经成为新农村建设的阻碍,延缓了城乡一体化进程,不利于农村环境的可持续发展。因此,加强农村水环境的保护,尤其是完善相关法律保障成为我国当前经济发展和新农村建设的重要课题。

With the rapid advance of urbanization and industrialization, environmental pollution became the current economic and social development of the most outstanding problem in our country. Rural once was the most complete one in China＇s environment landscape and keeps the face of the picturesque scenery. However, the constant penetration and spreading of industrialization into rural areas led to a lot of beautiful countryside became a memory. Rural environmental problems, especially the rural water pollution, became the new rural construction obstacles, delayed the integration of urban and rural areas, which was not conducive to the sustainable development of the rural environment. Therefore, strengthen the protection of rural water environment, especially improve the relevant legal protection became important topic of China＇s current economic development and new rural construction.
