摘要
英国金融服务局是2008年全球金融危机后最早对流动性监管政策进行反思的机构之一,其ILAS标准为危机后英国银行业全新流动性监管奠定了基础,是全球定量监管的有益尝试。文章结合笔者在英国某大型商业银行参与集团流动性管理并实施FSA新标准的具体实践,简要分析了英国流动性监管框架的内涵。
Financial Services Authority (FSA) is one of the institutions that have an early afterthought on the liquidity regulatory policy since the global financial crisis in 2008, and its ILAS has laid a foundation for the new liquidity regulation of UK banking sector after the crisis, which is a good attempt on global quantitative regulation. The article briefly analyzes the UK's liquidity regulatory framework in the light of the author's experience in liquidity management of a UK large commercial bank and in implementing new FSA standard.
