执法标准化建设是引领执法规范化的先导性工程,推进执法规范化建设是法治公安建设的基础性工程,是国家治理能力现代化建设对公安执法工作的根本要求。国家治理能力现代化建设背景下公安执法标准化体系建设,是一项系统工程,具有全局性、基础性、长远性的特征,必须从解决好"权治"与"法治"这一根本问题上,构建依法依规的、公平公正的、及时高效的、公开透明的、规范有序的、执法与服务并重的一体化管理体系。

The establishment of normalized which is both the foundation of ruling the police system is a project leading the standardized law-enforcement by law and the requirement of the modernization of national governance to police law-enforcement. In such a situation, the establishment of normalized system of police law-enforcement is a systematical project of overall, fundamental and long-term importance. It must be an integrative managing system which is lawful and compliant, just and fair, timely and efficient, open and transparent, as well as standard and orderly, on the basis of solving the problem of ＂ruling by power＂ or ＂ruling by law＂.
