How do outside social elites enter the closed rural society and launch social innovation? By studying the case of Taomi Community in Taiwan, this article finds that Cultural Translation plays an essential role in integrating the elites from the outside into the rural community. Meanwhile, social elites,by making full use of their advantages in resource mobilization and networking, have transformed successfully their conception of rural community governance into the consensus among different interest groups and established the governing network connecting different stakeholders in the community, which enhance effectively the self-governance in the rural area. This case also demonstrates that self-transformation of social elites is beneficial to the final realization of their ideas of rural community governance. In view of the closeness and stability characterized by the rural community, the experiences from the case of Taomi may stimulate our imagination of the development of rural community.
